With the collaboration of the United Nations Population Fund (UNFPA), AUICK hosted "The Eighth Workshop on Population and Sustainable Development (2001)" from May 14 to May 25, 2001 and "The Ninth Workshop on Population and Sustainable Development (2002)" from May 13 to May 24, 2002. Eight (2001) and six (2002) senior administrators participated in the each workshop. The purpose of the workshops was to provide participants with a chance to exchange experiences, information and practical knowledge, and also to introduce the policies of the City of Kobe as reference for the solution to problems faced by the participating cities.

Aging, population issues, the relationship between central and local governments, and financial affairs were among the wide range of topics addressed during the workshop lectures and opinion exchange sessions. Participants also made observational visits to Kobe sewage and waste treatment plants, welfare facilities, ward offices and the Port of Kobe.

Participants expressed particularly strong interest in the following policies of Kobe: (1) the center-based public health management system, (2) measures promoting independence and social participation for the physically disabled, and (3) welfare measures for the elderly. At the end of the program participants expressed their desire to implement similar policies in their own cities. Finally, through participant presentations and opinion exchange on current situations involving the different cities, participants were able to deepen their understanding of each other's unique situation.
