Support Project
In 2008, AUICK established a Technical Support Project, which registers retired Kobe City Government Officials, professionals and NGO staff to be dispatched to AUICK Associate Cities (AACs). Depending on the required area of technical expertise in the cities, the volunteers are then selected to travel to the AACs to plan and carry out training programs, with the assistance of interpreters and available human resources in the cities. In 2009, AUICK arranged the provision of paramedical rescue technique assistance in Surabaya in Indonesia, with Japanese Paramedical Rescue (JPR), an NGO established and operated by firefighters, providing local and online rescue training to spread techniques to developing countries. For a large city, Surabaya has sufficient disaster prevention associations, but it required a suitable network to link the activities of each emergency department to promptly and effectively resolve accident and disaster situations. JPR suggested training members of each of the Red Cross, fire fighting and police departments, to ascertain the current status of emergency reporting systems and order processes of each department so that all departments could work in cooperation at emergency sites. JPR also conducted training on CPR (cardio-pulmonary resuscitation) and assessment of injuries at accident scenes. As a result of the training, participants realized flaws in the emergency rescue system and recognized the effective methods for its improvement. Between April and November 2009, four training programs were implemented by teams from JPR, culminating in wide-scale disaster management training and simulation exercises for 400 emergency rescue staff and medical students of the city. |
