ASIAN URBAN ENQUIRY QUESTIONNAIRE

ROUNDI: 1989

IN STRUCTIONS

In the attached questionnaire we are attempting- to identify major problems of Asian cities. The questionnaire is designed for simplicity and ease of completion. It is also designed to provide for ready analysis of the overall character of Asian urban problems, and their variance by country or ther social and economic conditions. To deep the instrument simple, we have had to sacrifice some coverage and some detail. We request, however, that respondents use additional sheets of paper to provide any more details they wish to provide on any of the problems. Additional comments can be numbered by the question to which they refer.

We suggest that the questionnaire be completed by one person in a significant leadership position in the city, such as the Mayor or Chief City Administrator. It would be most useful if the response could also draw on the views of other members of the urban administrative staff. We recognize, however, that there may be differences of opinion on which problems are most serious, or which conditions constitute real advantages for the city. There is no simple way to avoid such differences, but we can deal with them by requesting that the questionnaire be completed by one person.

In the final question, we ask for brief descriptions of projects that have made some progress in dealing with what you consider to be urban problems, major or minor. As the questionnaire notes, these can be simple descriptions of two or three paragraphs naming the project, and indicating its aim, organization and time frame, and what impact it has had. The intent is to use these brief descriptions to identify some of the more successful types of projects found in the region, to disseminate information on these projects, and then to select some for further detailed descriptions. These can then provide information to other urban leaders on some of the successful projects to be found in the region.

Information on the overall enquiry, and the lists of successful projects will be disseminated through the periodic Newsletter planned for production and distribution by the Asian Urban Information Center of Kobe.

We apprecite very much your assistance in completing this questionnaire, and hope it will go some way towards bringing urban leaders in the region into communication with one another for mutual benefit.
