and Solid Waste Management.
BACKGROUND
The
Asian Urban Information Center of Kobe (AUICK) was established in 1989
through the support of the City of Kobe and the United Nations
Population Fund (UNFPA), with the purpose of contributing to the
resolution of urban problems confronting Asian cities, caused by
population increase in urban areas. Since 1996, AUICK has implemented
the "Study Course on Specific Fields of Urban Policy" for
administrative officials of medium-sized Asian cities. The course is
designed to meet the needs of local government administrators seeking
to manage urban population and development issues more effectively.
AIM
This
seminar is the sixth study course on specific field
of urban policy. The seminar is designed
for the senior officials of the departments of selected Asian
medium-sized cities related to solid waste management.
PARTICIPANTS
The
course consisted of
participants from 8 target cities: Chittagong (Bangladesh), Tianjin
(China), Surabaya (Indonesia), Ipoh (Philippines), Khon Kaen
(Thailand), and
Haiphong (Vietnam).

REVIEW
The
seminar was composed of lectures, discussion sessions, and visits to
related solid waste treatment facilities. The seminar focused on
population and solid waste management policies, including the role of
local government, citizens and business sectors, enlightenment
activities and environmental education for citizens, and financial
management.
Kobe's waste management policy featuring on the concept of 3R (Recycle,
Reuse and Reduction) was presented to the participants. In the
discussion session, Japan's recently enforced act for electric
appliance recycling was explained. Some participants expressed the need
to have it in their own countries, as well as major interest in the
creation of an "Eco-Town," which many Kobe residents are actively
involved with at present.
